复盘这次事件，上海在较短的时间内完成了上万人的核酸筛查，


还做好了滞留游客的输送、退换票工作，而大多数市民的生活并未受到干扰，


一系列精准严密又人性化的防控措施令人感到暖心。


上海为何有从容不迫的底气？

所谓标准化，既对某一事物通过制定实施相关标准，以获得最佳秩序和社会效益。


上海基于对疫情防控经验的深刻总结，通过对疫情处置各项工作进行规范，


完成制度化、标准化处理流程，是实现精准防控的重要原因。


面对复杂的新冠疫情，我们从呼吁科学防疫发展到开展精准防控，优化区域治理能力和公共卫生体系。


全社会的疫情处置能力得到长足进步。


同时也不得不承认，疫情防控的科学化和精准化程度，不同地区间差距还有很大。


出现疫情后，防控范围覆盖多广？居家隔离、集中隔离如何界定？能否带宠物隔离？


在诸多问题上，各地没有参照标准。施政不精准，买单的还是群众。


由此看来，标准化处置流程有望成为科学防疫、精准防控的绝佳工具。


首先，标准化的本质是一种简化。基于以往疫情防控成功经验，


制定实施疫情处理标准，有利于各地参照、复制、推广，


可最大程度节约社会成本，大大提升防疫效率，


同时也可回应公众知情权减少维权扯皮事件的发生。


其次，标准化也是社会治理体系现代化的重要方法之一。


当前，疫情常态化已是不争的事实，制定疫情防控措施如果多一些系统观念、


科学方法、标准化手段，就能更好地统筹疫情防控与经济发展，


协调群众生命安全与生产生活，就能得到更多的理解与支持。
